I don't think WinCE is compatible with the DC processor.

check the specs on the box, Dreamcast runs WinCE as it's OS and then developers can either use it, their own OS bundled on the game CD, or bundle up Sega's custom OS.

also you can get WinCE development tools from Microsoft. I believe that a lot of the newer stuff is free or at a sufficiently low cost (30-40$).
