I tried to connect to PayPal with IE3 and got a message "Cannot establish secure connection." Is there a later version of IEEXPLORE ?

The newest one I've seen (IE4) is the one I put in the ePods1XP hack.

I installed the ePods1XP hack, but I still get a "An error occurred in the secure channel support" error when I try to connect to secure sites ... does this version of IE4 support secure connections?
