Need Help Setting Up IR connection to desktop

I am attempting to connect to my Win98 computer using the infrared window on the epods. But I can't even get past step one.

I have an IR serial port adaptor for my PC, although I'm not sure it works. The Win 98 computer is not detecting the IR adaptor, even using "add new hardware." So I asked it to manually install the device. (Win98 does include generic drivers for infrared devices, listed as "infrared com port or dongle".) But when I tell Win98 to manually add this device, it tells me that it cannot find ir_ndi.dll , and therefore won't continue. That file is already in both c\windows\system and c\windows\options©abs on my hard drive. I can't figure out where else Windows would want to see it. When manually adding hardware in the "add/remove" screen I can't browse for the file so I guess I must place it in the appropriate folder first. But where is that? Or is there a workaround?
