Doesn't see flash card

I've done the following:
32 meg sandisk CF, formatted fat-16
Runnign win2k, so using dskprobe, I made the partition bootable.
Copied all the files from a clean dos bootdisk to the CF.
Copied linux-2.img to the CF.
Copied dolly.exe to the CF.

Took MSNC apart, cleared bios.

Let unit sit a while...

Plug in CF. Plug in power, get into bios.

The only boot options are A: and C:! How do I get D: to show up? I've got the CF in the slot on bootup. Any hints/etc? I've read about a few others having close to the same problem, but usually their problem is not plugging in the CF until AFTER bootup.

did u enable all the IDE devices in the bios?
