keyboard remap in Win98SE

Has anyone figured out how to remap the extra keys in windows on these things? A USB keyboard works like a champ for me while I'm hacking on it, but once it's in place in my stereo system, I'd like to go with the wireless keyboard. The lack of function keys is frustrating, as is the no "delete" key. I've searched here and found scancodes for the keys, but am unsure of what magic I need to do to remap these keys.

All the utilities I'm finding only allow you to map a key from a list, where I'd prefer one that goes by scancodes. Maybe someone's got a modified .dll they'd like to share?
