Help! Unit won't load Win98 with Power Management engaged

I recently bought back a CF-01 that I sold to someone a while ago, who got tired of playing with it. In the interim, he had installed 40mb of memory, a larger hd, and win98.

When I got it, it would not load win98 unless plugged into AC power (with or without the docking station). On AC, it would get to the initial Win98 spash screen, hesitate about 15 seconds, and then load the OS. On battery, it would get to the splash screen and stop.

I asked the seller, and he said that it had worked fine when he was using it. He said that the only change he'd made immediately prior to shipping it was to uninstall Symantec Winfax and PCAnywhere plus a couple of card games. He suggested that perhaps an config.sys or autoexec command was still looking for a now-deleted file on startup. I looked through the .ini files etc. for a stray Symantec command but couldn't find one. I also tried telling Windows to auto load nothing but systray, but this didn't matter either. I was hesitant to start unchecking things that I didn't know what they were, for fear of doing more harm than good, so I stopped there.

However...
When I disable Power Management in Battery mode, it loads win98 just fine on batteries. Problem is, I suspect that without power saving mode, my battery life will suffer (particularly when using my wireless nic card, which is a battery-sucker to begin with).

Ideas/Suggestions?

A couple of months ago I reloaded Win98. I had been using the Scitech Video driver. It's dos bios load was causing too many problems. I have the 40 meg upgrade/5 gig/fat32 HD upgrade. Since loading all from scratch I have noticed weird PS behavior. When off of AC and on DC noticed icon remains in AC mode unless I do a cold reset from back of unit. Plugging it back to AC icon works correctly. I have unloaded PS features and reloaded with no changes in disfunctionality.
Might be related to mem/video mem??
