According to the bicpc.com website they are selling a bootable Windows CD for the NIC so it would appear that it can be done!

can you provide a link to the section of the site that said that? from what I've heard windows can't boot of read-only media.

Not (yet) a full Windows system, but the folks are working on it and IMO WinPE bootable CDs are quite useful.
WinPE (OPK) CDs are available via pricewatch.com for about ten bucks. WinPE can also be loaded to a hard drive.
