What is the best way to remap a key on the stock gct keyboard to make it an alt key while running win98?

P.S. anyone find win2k or XP touchscreen drivers yet?

I'm still having problems making one of the keys on the stock gct sk-7102 keyboard act as an alt key. what is the trick that I'm missing to re-map a key in win98?
