Cannot get CF card(s) to boot on GCT

I have both a Sandisk 512mb CF and a Mr. Flash (PQI?) 128mb CF that I have tried booting in my GCT (HPNA) with no success. I only have a usb CF single slot reader. I have hooked it up to a windows 98 machine, fdisk'ed it to create a fat16 partition, formatted it, and did a "sys F:" and it transferred, but as soon as I try to boot it in my GCT, it gives me "Missing Operating System"

Anyone run into this problem and have found a fix?

Also: I have gotten a pre-made CF image to work (specifically midori) on the stock sandisk 32mb CF card no problem. But it is lacking.
