Dead I-O Troubleshooting

Okay so I received this dead I-O awhile back and I just wanted a more condensed version of the troubleshooting tips.

Lets see here,

First off, the keyboard connector has 2 traces pulled up (looks like it was banged on the Keyboard connector)
Secondly, I already replaced the Bios chip with the original Bios from my orig. I-o.
Now Im not sure about CPU, ram, I'll wait for my old I-O to get back home so I can try swapping those. But as far as The Power supply goes, Can I get a refresher?

I know I have to test q16, q30, q34, q35, possibly q27, and q33, q25? I'll search for the values but can someone remind me?

Also, I tried the VGA-out connector as described in the tech ref. No image...so this may just be confined to the MB.(though, I'll test on good I-O) In fact Im sure of it since when I power up, all I get is a green light, then hold down to shut off (no backlight, display, etc.)
Suggestions, Helpful hints, Horror stories, all appreciated.

an i-o can play dead when it is not.

if you have a cpu fan and/or hard drive power up with the green led when the power button is pushed, but the display is dark, try pushing the reset button located next to the parallel printer connector.

one of mine requires this often, the other requires this seldom.

i have not determined what causes this. it seems to happen randomly after normal shutdown.

i have all the power saving features and sleep turned off or disabled. i am running win95b and badflash patched ver5 bios on both.

it looked like one of mine was dead when it first happened, but pushing the reset button brought it back to life.

Already tried that, thanks...I need to look at the mobo though. This may be related to fried components on the board.
