If you are using the 5V unit taking power from the USB supply you don't need to.

I am powering it from the USB, however I am also using the USB pad to power a mini 4 port USB hub. My total USB devices are drawing about 800mA.

The problem I am having is that windows keeps locking up soon after booting up, even if my K6III+ 450 is only set at 200MHz.

Your problem is not the 800 mils from the hub. Sounds like the CPU is overheating. Got a good fan on it? Have you checked the voltage? What version IOP is this? On V1-V3A you need to split the CPU voltage.

I am using the TenMaxx IO fan. I can't remember exactly what temps since it has been a while since I tried using the machine, but they were all very low and well within normal limits (tested using MBM). I was also using Rain.

I checked the voltage before I ever put the CPU back in, and the temps were also the first thing I checked when the problem appeared. So I am baffled. It worked ok before the Datel converter.

I can't really say. Just double check your soldering. Could be that the voltage is pulling down under load. You removed Q16?
