The error:
the 'Only client IP address allowed for PORT command'
is almost certaily due to having a NAT firewall. I was only able to connect when my computer was directly connected to the internet. In addition, NAT firewalls depend on seeing the port 21 to set up ftp connections, and on a nonstandard port like 83 even PASSIVE mode won't work through the firewall.
sorry for the down time for anyone who tried to log in, they were working on the power to the building, and it took longer than i had thought. i restarted the server on port 21, hopefully this will help people who have had problems. i may have to switch it back if i get people port scanning me again.
