Making a DOS-bootable disk in winXP to flash DOC

I'm currently trying to flash the DOC in a second webplayer using a 4gig IBM HD and a windowsXP system. Unlike 98, XP doesn't seem to have any way of doing this, the simple command-line method doesn't work for creating the disk (I think). I tried creating a MS-DOS boot floppy, and then copying the files over to the HD, but when I try and boot from it I just get a "remove disks or media" and "press any key to reboot". Anyone have any way to do this? Thanks
