I wantto use a Alpine Deck that has a composite input and hook up my websurfer to it.

The question I have is how could I use the websurfer on a 12 volt system without using an inverter?

Check industrial computer suppliers for units like this:

These are designed to power industrial PC's mounted in emergency vehicles, and should work well for the WS. You'll need to confirm that the PS you select supplies the same voltages available on the WS PS. These industrial PS's will typically supply 12v and 5v, if the WS provides other voltages it's going to be harder to find a unit to fit your needs.
