I just opened up my websurfer for the first time in quite a while. I got a new 266mhz cpu for it a month or two ago, and haven't gotten around to setting the jumpers until now. I set them how I think they should be set (its kind of confusing) and I turned it on, but got no video. I turned it back off, checked all the video connections, turned it back on and it started twitching! About once a second all the fans twitch a little, and I hear a ticking sound coming through the TV. What did I do?!?!?!?

The SMPS is squegging. You probably shorted or overloaded the power supply, so every time it powers up, the overload protection circuit kicks in and shuts it down. This cycle repeats after a short delay.
