Any PCI Modems Confirmed to Work?

I need to have modem and ide functionality. I have been able to get an ISA IDE controller to boot Win98 with no problems, but can't get a Promise PCI IDE controller to completely work (it will boot, but EVERYTHING must be disabled) or any PCI or USB winmodems to work. Thus I am left with two options, I can buy a different PCI IDE controller and use the stock ISA modem, or I can use the ISA IDE controller and a PCI modem. Anybody using one of these combos successfully. (I'm not up to to trying the IDE header addition)
