Looking for an I/O-IDE card recommendation

I have read and read, but can't seem to find a solid answer. I'm setting up my second websurfer to operate as a webcam and weather station. The unit will need to be capable of dialing up to my ftp server and transferring the data to the web. As such, unit will need USB (for the usb cam - which I have working on my current websurfer) and a serial port (for the weather station). I have never been able to enable the on-board serial so I will need an IDE with at least one valid serial (my attempts to use this weather station with a usb-serial converter have failed - works, but then drops the connection). I have a 76 mb DOC in my current websurfer, but I think I'll need to use an IDE in this one (hold more images, etc). Any suggestions for IDE and IO card? The goal is a very solid, quiet, zero maintenance PC that will dial in and transmit the data without intervention (no one is around for miles). The other problem is that neither of my websurfers have built in modems, so I may need to do the BIOS update and use an ISA modem with my PCI IDE. Any suggestions? Any reaosn why thos wouldn't work (e.g. flaky support for x or y)? And, as if I'm not already asking too much, I don't want to add to much more to the cost of this project. Thanks in advance. You guys are such a wealth of info.

AND if someone would rather trade for a websurfer that meets the above requirements, let me know what else I would need to add to sweeten the deal (e.g. an unhacked websurfer and a webplayer maybe)?
